U.S. Senate passes 2007 Farm Bill The United States Senate passed the 2007 Farm Bill by a vote of 79 to 14. U. S. Senator Saxby Chambliss, R-Ga., Senate Agriculture Committee Ranking Member, managed the bill along with Senate Agriculture Committee Chairman Tom Harkin, D- Iowa. The Farm Bill had been scheduled for floor debate for some time but had been stifled by over two hundred amendments filed by senators. After multiple cloture votes, the Senate approved the legislation. "I want to thank U.S. Senator Saxby Chambliss, ranking member of the Senate Agriculture Committee, for all his hard work for America's peanut producers on the 2007 Farm Bill. He did a great job moving the bill but most importantly was his leadership in defeating the Dorgan-Grassley payment limitations amendment and protecting the key peanut provisions in the bill. We hope that the House-Senate Conference Committee will maintain the Senate peanut provisions in the final conference report," says Armond Morris, chairman of the Georgia Peanut Commission. "Both Senators Chambliss and Johnny Isakson took a strong stand against irrational payment limit changes. These changes in the law would have had a devastating impact on southern agriculture had they not been defeated." "This bill contained the University of Georgia's new rotation program for peanuts," Morris adds. "We think this will assist peanut growers beginning in the 2008 crop and demonstrates the necessity of evaluating producer needs throughout the life of the farm bill to assure growers are prepared for the future. The Georgia Peanut Commission has already had a great deal of interest in the program expressed by producers in Georgia." Key Peanut Provisions included in the bill are: • Storage/Handling Fees for Forfeited Peanuts • Handling Fees and Associated Costs for Loan Peanuts • New UGA National Center for Peanut Competitiveness Rotation Program • Permanent Disaster Program • Separate Payment Limit for Peanuts • Separate Peanut Section in the Commodity Title The Farm Bill will now go to a House-Senate Conference Committee for final changes. It is anticipated the conference committee will begin work in late January when Congress returns to Capitol Hill.
