Council passes 2008 budget At a special called meeting Aug. 20, Swainsboro city council approved the 2008 budget. Total of budget was projected at $6,373,221.45 and a contingency of $3,778.30. Total estimated revenue was $6,376,999.75. Budget for 2007 was $6,148,290.36. The 2008 budget leaves the current millage rate at 19.89, same as it is for 2007. However, it also implements a 3.91 percent increase in water rates. After an executive session to discuss a land acquisition issues, council reconvened and authorized Mayor Charles Schwabe to allow Georgia Power Company to use a portion of the Land Application Spray site, including adjacent land, for a utility lie easement.
