SPD commended for solving robberies

Swainsboro Police Department and Police Chief Johnny Shuman were commended Monday night at Swainsboro City Council by Mayor Charles Schwabe, who complimented the department on its tireless efforts for the last two weeks. A rash of robberies in the city ranged from breakins at local businesses to muggings. Chief Shuman said, "April has been the worst month the department has seen."

Council also approved the promotions of police officers Craig Morris and Newt Meadows to Corporal; and officer David McVey to Private First Class.

Jay Ronka of the Hickory Trace Project was present to update council on plans for the 40-unit, single family dwelling apartments to be built behind Spring Gardens and Jordan Estates. Construction is expected to begin in about 45 days.

Mayor Schwabe congratulated winners of the "If I Were Mayor" essay contest.

Mayor Schwabe asked council to consider amending the current ordinance that prohibits any carnival or amusement show within city limits except at the fairgrounds. He said the ordinance is restrictive and would like council to have the discretion to decide what can or cannot operate within city limits.

In other business, council:

+ Approved the alcoholic beverage application for advertisement only of Mark Kersey dba Boogie Bar and Lounge, 112 Central St., for beer and wine consumption on premises. Voting against the motion were council members Rita Faulkner, Bobbie Collins and John E. Parker; voting for the motion were council members Johnny Ray Stafford, Cleve Edenfield and Sandra Stroud. Mayor Schwabe broke the tie and voted in favor of the motion.

+ Approved the grant request of Swainsboro Shrine Club Golf Tournament. (Budgeted item.)

Heard the first reading of the proposed ordinance to change the regular city council meeting time from once a month to the first and third Monday of every month.

+ Approved the 10- year Emanuel County Joint Comprehensive plan required by Department Of Community Affairs.

+ Approved the 10- year Emanuel County Joint Solid Waste Management Plan 2017 resolution required by DCA.
