Council proposes two meetings Swainsboro City Council voted to change its charter and schedule two meetings a month instead of one. Councilmember Rita Faulkner made the motion to return to two meetings a month because she said that council members need to be briefed on more city business and to meet more to discuss these issues. A workshop meeting instead of a regular meeting was also suggested. Voting against the motion was Mayor Pro Tem Johnny Ray Stafford. The change will have to go through two readings before it can be adopted. If approved, the change will take effect in June. Meetings would be held every first and third Monday of the month. Pat Collins of Access Emanuel and Debbie Rankine of Emanuel Medical Center were present to update council on health screenings conducted by Access Emanuel. Mayor Charles Schwabe informed council that he would like Collins to update them periodically on work accomplished at Access Emanuel. In other business, council approved: + $10,414.50 to Emanuel Arts Council. This is a budgeted item. + $4,000 to Swainsboro Kiwanis for its 2007 Pine Tree Festival (budgeted item). Also approved was the closing of downtown streets pertaining to the festival from 6 p.m. May 4 to 5 p.m. May 5. + Purchase of a used camera van from Georgia Rural Water at a cost of $45,000 with the stipulation that the item be purchased with SPLOST Capital Outlay funds and that the equipment will be available for rent. + Lowest bid of $19,750 from Graves Well Drillers for a well capping project. Other bids were from Sam Martins Well Drilling, $39,996; and Layne Atlantic, $32,000. + Lowest bid of $3,228.90 from Napa Auto Parts for lawnmower blades. Other bids were from A to Z, $3,585.35; Blanchard Equipment, $4,315.85; and Dealer's Supply, $3,273.55.
