Council thanks Dunn

Swainsboro Mayor Charles Schwabe and city council thanked Joan Dunn Monday night and awarded her a plaque for her service to the city as director of Keep Emanuel Beautiful. Dunn retired last month after almost 16 years of service. She was also given a hydrangea plant by Trina Fountain, the new chairman of KEB. Fountain thanked Dunn for being a good role model.

Administrator Al Lawson informed council that the Department of Transportation had chosen a portion of Calhoun Street to repave in the 2007 LARP program. Council members expressed bewilderment when told that the repairs would end at South Racetrack Street and not continue all the way to U.S.1. They were then informed that DOT was only paving about four miles in the whole county.

Council approved the motion to adopt State Route 56 being returned to the city by DOT. The traffic light at Moring and Green streets will be replaced by a four-way stop.

Council approved the following motions:

+ Application of Andra Jackson, dba AJ's Quick Stop, 210 Williams St., for beer and wine package sales only. Voting against the motion were council members Rita Faulkner and John E. Parker.

+ Approved the budgeted $5,000 to Access Emanuel but denied the additional $5,000 requested by the facility. Council will consider adding the additional request in its next budget meeting.

+ Agreed to contribute $1,000 to the entire Relay for Life program instead of to individual committees. Relay for Life spokespeople informed council that the figure would include the city of Swainsboro on its "corporate sponsor" list.

+ Council entered executive session to discuss land acquisition. No action was taken.

Back in regular session, council approved the following bids:

Concrete, per ton or yard: Buddy's Redimix: Crush- n-run, $18; sand, $14.50; concrete with 4% calcium, $94; #57 stone, $19.80; rip-rap, $27; concrete with 2% calcium, $90; #4 DOT stone, $23; $35 delivery fee under three yards.

Swainsboro Concrete: Crush-n-run, $18.25; sand, $14.50; concrete with 4% calcium, $106.50; #57 stone, $18.50; rip-rap, $33; concrete with 2% calcium, $96; #4 DOT stone, $24; $40 delivery fee on less than three yards.

Council approved purchase from Buddy's Redimix. Opposing were council members Cleve Edenfield and Parker.

Bush hogs: Blanchard Equipment: $1,950; Emanuel Tractor, $3,650. Council approved purchase from Blanchard Equipment.

Council received only one bid for the project to repair Empire Expressway. The DOT-funded project had a bid submitted by Ellis Wood at a cost of $407,746.50. Council approved the state-funded project.

Council tabled a motion to purchase a van and video equipment. The purchase was deemed necessary to facilitate videotaping of sewer lines before any major project begins. Administrator Lawson said the next big project will be in the DeAlva Park area for which the city recently received a Community Development Block Grant.
