Woods arrested for embezzlement

After an almost twoweek investigation by Emanuel County Sheriff's Office and the Middle Judicial Circuit District Attorney's Office, Terry Ray Woods, 50, of Swainsboro was arrested on 112 felony theft by deception warrants. Woods served as assistant superintendent for student services for Emanuel County School System. One hundred and eleven of the charges stem from Board of Education accounts. The other charge stems from a Youth Leadership Emanuel account maintained by Swainsboro Emanuel County Chamber of Commerce.

According to Sheriff J. Tyson Stephens, the Sheriff's Office was contacted by Emanuel County School Superintendent Butch Frye after an internal audit showed major discrepancies in certain financial accounts.

"Theft by deception is when by deceitful means or artful practice one obtains property or money with the intention of depriving the owner of the property or money," stated Sheriff Stephens. "This case has been a very timeconsuming case and is an ongoing criminal investigation at this time considering the extent and amount of money involved," continued Stephens.

Emanuel County School Superintendent Butch Frye said, "Emanuel County Board of Education began an investigation and internal audit on Feb. 13. There are inconsistencies in at least two grant funds totaling just over $200,000 over a 10-year period." He added, "We have gone back in our investigation to about 1997-98."

Frye said he was "not at liberty" to say from which accounts the funds were taken and that although there are audits conducted every year, the embezzlement seemed to have been conducted through "a well laid-out plan." Woods was in charge of these accounts.

Woods was arrested on Feb. 23 and released the same day on a $100,000 bond. The Board of Education has accepted his resignation.
