Public safety building in the works

Ken Warnock of Buckley & Associates was present at Swainsboro city council's meeting Monday night to update council on plans for the new public safety building. Warnock said the advertisement for the construction project will be announced Feb. 1 and run for 30 days. Bids were likely to begin by March 1. The building, a 7000-square foot structure, will be similar to the courthouse, said Warnock, but "more economical." Start date of construction is expected to be around April and the timeline is about nine months.

Building Inspector Bruce Kirby and Danny Palmer of East Georgia College Foundation were present to ask council to rezone the college from R3 to R12 to accommodate the planned student housing project. The building will be located at the north end of the college and covers 10.78 acres that is not owned by the college. According to Palmer, the facility will include 192 beds and will be in a gated community that will require entrance by codes. Council approved the rezoning.

Ulysses Leslie of The Way approached council and asked for an explanation as to why the Community Center Ordinance pertained to his building. Leslie said that he was given the wrong license and has a letter from the previous mayor to prove that his center would be exempt from the ordinance. Mayor Charles Schwabe asked him to produce the letter and council would try to assist him with his problem.

Fay Williams of Norwood Avenue asked council for help with the flooding problem on her street. She said her home is always under three feet of water every time it rains. Administrator Al Lawson and Randy Scarboro of OMI updated council on the problem and said that the land is owned by Georgia Department of Transportation which leases the track to the railroad

company. Both entities claim there is no problem

in that area. Scarboro said the city has trapped 13 beavers in the last month and a half, the culprits that dam up the pipe that overflows when it rains. Concilmember John E. Parker suggested a class action lawsuit by residents of the area; and Mayor Schwabe said he would ask the city attorney to draft a letter to GDOT and the railroad company.

Council voted for Mayor Pro Tem of 2007. Voting for Councilmember Rita Faulkner were Faulkner, Parker and Bobbie Collins. Voting for Johnny Ray Stafford were Stafford, Cleve Edenfield and Sandra Stroud. Mayor Schwabe broke the tie and voted for Stafford, who will be Mayor Pro Tem.

In other business, council approved:

+ Application for advertisement of Terri Brantley dba Pop's Place, 214 South Green Street, for a liquor, beer and wine license for consumption on premises.

+ Application advertisement of Ashok Patel dba Ankit, Inc., 504 East Main Street, for beer and wine package only.

+ $5,000 for Emanuel County Historic Preservation Society. This is a budgeted item.

+ $1,800 for the annual Martin Luther King Day Parade. This is a budgeted item.

+ Ordinance for a collection cost for delinquent accounts.

+ Recoding of the Ordinance Book.
